The entire administration, with infrastructure and its development programmes become the terrain for serving the personal and political interests of the neta in particular, and the other interest groups in general. The voice of the common man in India goes unheard. After sixty years of Independence, the poorer segments of India, which constitutes the majority, remains impoverished. What needs to be done to change the momentum of development – this is the theme of this book.

TSR bases the examination of the constitutional institutions from the perspective of his close proximity to and experience of working with these agencies, for over forty years. The analysis throws up a number of specific directions for remedial action and could start a meaningful debate towards serious reform.

The author’s knowledgeable eye spares no agency, however mighty; and directly assesses its contribution to the nation’s welfare. Institutions and systems which have performed reasonably well have also been identified.
